Every entity is fighting for their share of the funds and they take steps to ensure that they do not get shortchanged. The quest for money is the reason they have so many of these trolling and fishing expeditions in Florida to ensnare lonely men wanting to meet someone---anyone---and wind up talking to a 13 or 14 year old female. I will not go so far as to say LE---law enforcement---overtly creates crime, but they enhance the creation of crime when some "14 year old"----later found to be a detective----ensnares these young men in an internet sting. I can guarantee you that these stings would dry up if the funds were cut.
For the same reason, every CP case, even if it involves only a few images, is prosecuted by the DAs and federal prosecutors. The desire to ride this money gravy train no longer forces DAs and federal prosecutors to prioritize their cases. As a result, a young man who accidentally downloads a few images is sent to federal prison and is required to be placed on the sex offender registry. Such cases are just a terrible injustice in general and a waste of taxpayers' money. But the LEA---law enforcement agencies----do not care, since it is not their money and was given to them for all their "fine" work.
Every facet of LE wants to make an impact and show those distributing these hundreds of thousands of dollars in federal funds that they are doing good work "eliminating all the perverts and predators in cyberspace." By showing this need, they are assured of adequate funding the next fiscal years to buy all the "toys", new SUVs, expensive software, hire new officers, pay for overtime, etc.
Then when more officers are hired, monitoring software purchased, and more LE working overtime, it becomes a catch 22 and a self-perpetuating situation. They then have to continue to make more and more arrests to feed the money machine which has been created.
Regarding the sex offender registry in Florida, he FDLE is all too happy to place as many on the registry as possible, as it too, gives the appearance that they are doing their job keeping all the little kiddies from all the perverts. More registrants equals more exposure for the FDLE regarding the registry. The exposure with a large number of registrants----even if some are dead or have left the state----ensures that the funding continues to roll in.
There are sex crimes that need to be prosecuted, just as there are dangerous people on the registry. But Florida uses a scorched earth policy against sex offenders and nobody wins.

As to your question, our friend's son is on supervised release, so it is possible his conditions call for him not to go near beaches. His mom didn't make it real clear whether or not it was in his conditions or the laws of his city (we didn't ask either). So to be on the safe side, check it out before you go to a beach to see if that city allows it.
The Florida legislators have already stated that they intend to pursue a "scorched earth" policy against sex offenders. They certainly are keeping their promise and things down there cannot be expected to get any better.

With all the state laws, county laws, and city ordinances nobody can keep up with what is and what is not legal for sex offenders or registrants. Florida is to sex offenders what Kryptonite is to Superman.
They have designed this policy with the idea of keeping registrants out of the state.
I am not even on the registry anymore, but I have no desire to travel to Florida and I sure as hell would have stayed out if I was still registered.
My advice to registrants is to stay out of the Deep South or the Bible Belt states if possible, and avoid Florida at all costs. It is too easy to get into a wreck in those states.
