The house being messy enough to put you into anxiety tells me that there are serious problems within the home life itself, and no, you should not help in this way. As canaan puts it, there are many other ways you can help.
I can tell this situation is really upsetting you, and I hate that it is making you feel upset. But let me assure you that you absolutely, 100% have the right to say no... and saying no does not, in any way make you a bad person.
In fact, I am proud of you because by saying no, you are being assertive. We all have needs, every single one of us. And those needs are valid. It sounds like you are used to putting other's needs before your own, and that saying no to people is difficult for you. But it is important to remember that your needs are important too, just as important as anyone else's, and it's important you respect those needs. In this situation, by saying no, you did exactly that.
You have to let it go and let yourself be important this time. Its ok!
If she doesn't like you for this...than really that is not a true friend.
You don't have to explain yourself. You are just unable to babysit.
Period.
If she knows you she must know that you have high anxiety and actually it was selfish of her to ask you in the first place.
If it comes up...I would just tell her honestly...that I was not the babysitting kind...it makes me too anxious and nothing against your kids...its all inside me.
