eyebrows, to shave or not to shave?

So i have a big problem with prickly hairs, I have an extremely low tolerance for them and pretty much alway pull them out. And unfortunately, most of my eyebrows grow out prickly even if I pulled them from the root (I haven't figured out why some grow out prickly and others do not?).
I have been trying to clip them with cuticle scissors when they come out prickly instead of pulling them out by the root. This has been the most successful thing I have done so far. I got to a point where a lot of prickly ones were there and I was able to let them grow out since there were so many, instead of just one prickly one growing out. There was something about how the bunch of prickly ones felt that, even though i still wanted to pull them, I could also just sorta run my fingers over them and it felt neat to feel a bunch of prickly hairs. Like a little forest. I'm not sure if i'm explaining well.
But anyway, I've done really bad the last few months and most of my progress has gone away. So i was thinking, maybe i should just shave ALL my brows, for like a couple months until almost all of them are "grown", just shaved. So then when I stop shaving, allllllll the brows will be there to grow back at once.
Part of me thinks maybe I will be able to grow them out better if they are all there, and part of me thinks this will be worse because I will want to take them all out because they will all definitely be prickly..
Anyone have experience like this? Opinions?

Keep things simple and as natural as possible.
I agree with Nabby about using a clear gel to tame the direction of the eyebrows.
The best gift you can give your eyebrow area is to give the skin a chance to heal, the hair follicules a chance to heal, and keep your hands busy and focused away from the eyebrow area.
