By far the most common form of pulmonary embolism is a thromboembolism, which occurs when a blood clot, generally a venous thrombus, becomes dislodged from its site of formation and embolizes to the arterial blood supply of one of the lungs. Symptoms may include difficulty breathing, pain during breathing, and more rarely circulatory instability and death.

Cheney's health history is much more complicated and has been the focus of many observations and theories. He may be one of the few recent exceptions along with JFK.
Focusing just on the time period when Cheney was nearing his vice presidency or actually in office (2001- 2009):

In November 2000 Cheney woke up in the middle of the night with chest discomfort and was rushed to the hospital. The dullest doctor in the world would recognize this immediately as either a heart attack or unstable angina -- either of which could have been rapidly fatal. Yet, Karen Hughes, press secretary for the Bush-Cheney campaign, said the trip to the hospital was a "precaution" [41].
In November 2000, when Cheney was in in a coronary care unit, Governor Bush declared: "Dick Cheney is healthy" [42].
In March 2001 Cheney developed chest discomfort again. The Secret Service rushed him to George Washington University Hospital where he underwent immediate coronary arteriography [35].
Yet, Cheney's office described this urgent, invasive procedure as "a non-emergency precautionary procedure" [43].

Seems like the PR machine was at work for Cheney----- and it worked!
Cheney shot a man and nothing stuck to him, so yeah, I'd say he had some kind of powerful machinery behind him, or a nice pact with the devil.
He managed to stay alive and ticking despite his health issues, and therefore would have been able to assume the presidency, which is the point here. Just because you have health issues doesn't automatically disqualify you from a job.
