This whole process is overwhelming - not only for your son but you too! I know this is not what you wanted to hear but being able to brace yourself for whats coming is probaby an advantage. Let me know if there is anything I can do to help - my husband has five more years to go.
Somedays I just feel like I am not going to get through this. Holidays are almost over...thank god!
Prisoners here in WI are evaluated about every 6 months. If someone hasn't been evaluated in that time frame then they can request it from their Social worker, but even then those things get lost in the shuffle. From what I understand is that an inmate needs to become versed in the rules of their institution and ask questions for they all operate and have policies that differ from place to place.
When I first went in, about 20 years ago, the security level was based solely on the length of the sentence. Regardless of the crime (one exception was murder) when an inmate had worked his sentence down to 5475 days (15 years) he was shipped to a minimum.
The only exception to this was inmates who had a detainer or an inmate who had consecutive charges.
In my state prison there were a lot of hispanics convicted of drug crimes who were in the state illegally. Regardless of the length of their sentence, even if it was just one year, they always went to a medium; the reason being that after they served the sentence they were turned over to immigration to be deported.
And inmates who had, say, three 20 year sentences running consecutively, were not eligible for lower security even if they were down to 5375 days on the first sentence.
The other method used was a points method to determine how many security points an inmate had. The started with a certain number of points for the actual crime and then added points for other factors such as age, misconduct history, etc. An inmate's security level was determined by how many points he had. Frankly, I could not tell much difference between the two methods. When all was said and done, most inmates would have been at the same security level regardless of the method used.
One thing the system will never do is place an inmate who has a large sentence at a minimum or lower security where it is easier to escape. The minimum prisons here always had rolls and rolls of razor wire and 3 or 4 fences to get through to escape. Some of the minimums did not even have a fence around the prison, so escaping was just a matter of walking off. There is too much incentive for inmates with long sentences to walk off, so they never went to a minimum until they worked their sentence down.
As far as sex offenders, they were all integrated into the general population in prison, unless of course they were placed in PC (protective custody) for their safety. There was one particular prison in the system that had a sex offender treatment program, so the sex offenders that wanted to enroll in the program were shipped there.

He didn't come out and tell his charges, but didn't lie either. When he was questioned he told them the truth. He was only there for 36 days before he was threatened and ended up in the SHU in protective custody. They WILL kill you in a medium. He was then transferred to Texas, 15 hours away, to a low. There he decided, because of what had happened, he would hide his charges. Mainly because he was scared. But after a year, someone that he pissed off made the call to the outside world. But he is ok, as he has now been voted biggest a$$hole on the compound. No one messes with him.
He says that if he is transferred (hopefully in March), he won't say anything; won't lie, but definitely won't say anything to anyone. And actually in the low facilities, the non sex offenders are on their way out and don't want to mess that up. If they screw up they most likely are going back up the ranks to a medium.
