Not sure what the motive of the original poster is (if there is a motive) but it seems like a strange set of questions - that being said there are so many questions surrounding underage porn - yes it is and has been planted by LE - it has been used as a weapon in many cases - what is considered CP in one place is not in another - in most states a porn pic of a 17 yr old is treated the same as a pic of an infant - in FL they have a law that a cartoon depiction of CP is the same as a real picture (this one boggles my mind)

"Entrapment is a complete defense to a criminal charge, on the theory that "Government agents may not originate a criminal design, implant in an innocent person's mind the disposition to commit a criminal act, and then induce commission of the crime so that the Government may prosecute." Jacobson v. United States, 503 U.S. 540, 548 (1992). A valid entrapment defense has two related elements: (1) government inducement of the crime, and (2) the defendant's lack of predisposition to engage in the criminal conduct. Mathews v. United States, 485 U.S. 58, 63 (1988). Of the two elements, predisposition is by far the more important."
Again like frogpond was saying, most people do not end up on CP sites by a misclick. Depending on how the government advertises the website it could fall into entrapment, but if they just ran the site and did not do anything special to bring people in besides what the original operators were doing, I don't think you can win an entrapment case.
