It is possible that there is something about how the 2 profiles are set up. The one I can't send to, and there are a bunch of us who can't send to this profile, may have us all on ignore. But we have turned this evidence over to DS development.
Don't experiment with putting people on your ignore list; it takes an act of DS admin to remove people from ignore lists.
