I would go with the bob because I think it would be really flattering on you.
I think going with the long hair first would be the best option, at least for a couple of weeks. If after two or three weeks you still want the bob then go for it.

Remember... wherever you land your first layer is where the eyes will go first! you do not want it to draw attention to less symmetrical or less attractive features... if you have nice eyes, show it with a side sweep if you have nice lips let your first layer drop to there.
layer out the bottom so you can curl it or mess it up blow dry it forward toward your face like vicky said and so on. you need to break up your hair, it is drawing too much attention to other features and not flattering your positive ones.
I hate perms... i have seen very few great ones and at best they are uneven from root to end. I would do some lowlights and highlights instead. throw some bright blond around your face and right behind it a darker slice or even some auburn...
i charge 95 for highlights (well 65 if we are only doing a partial) 55 for colour and 45 for cut... :)
If your hair is dyed, I wouldn't even think about a perm. Too much damage. But if you do, make sure it is a "loose perm", or wave perm, with larger curls. The super permed look is not really "in" right now.

the cameron diaz is easy to style the side sweep is easy too... start blow drying at the base the opposite direction of where it will end up then when bangs are almost dry take large round brush and blow them sideways to the direction you want them to go, hit with hairspray when done and voila... side sweep!
