By far the most common form of pulmonary embolism is a thromboembolism, which occurs when a blood clot, generally a venous thrombus, becomes dislodged from its site of formation and embolizes to the arterial blood supply of one of the lungs. Symptoms may include difficulty breathing, pain during breathing, and more rarely circulatory instability and death.
Are you on warfarin? If so, you need to talk to your doctor about your levels. 0.9 is waaaay too low.
Are you fighting a sinus infection or some kind of virus, or not eating enough? Those things can mess with your INR and contribute to a headache
But yeah if you're taking over the counter meds, fighting a bug and not remaining consistent with your diet, which would include decreased calories, that could totally affect your INR. When I was on warfarin, I'd be stable for months and they all of a sudden it would drop or get super high, sort of out of no where. It's unnerving for sure.

@rmb what is safe to take to help alleviate this when on blood thinners? I called my PCP but she doesn't answer ANY questions over the phone she makes you come in and see her. This was great as she saved my life when I had a PE but not so great for just a stuffy nose.
Call your pharmacist and ask him/her. They'll know what you can take and what you can't. Plus, no wait or co-pay!
I can't remember if you're on warfarin or not, but warfarin is usually the concern with other medications because of the affect to your INR. For the new anticoagulants, I suspect the only known or documented interactions are with NSAIDs, due to risk of bleeding, which is the same for warfarin, but definitely ask your pharmacist.
