I've been thinking I have this for a while (along w/anxiety, depression, ocd? etc...). Bc of anxiety etc, I don't go outside much, bc the noise, cars and ppl just stress me out, as well as numerous incidents of ppl yelling things, asking "are you ok?" or saying "smile!". So, I can avoid most of the "outside" stress by not going outside (though I don't get much exercise having to stay home all the time, so that's not great for anxiety :/). BUT, one thing that adds to the anxiety, depression, and I think ptsd, just being at home, is my neighbor across from me that started "gardening" on his roof after I moved in. I finally started taking pictures to document, of him just sitting there looking at my house/window, as if my life's some kind of entertainment - and as soon as I did, he got up and climbed back in his window (how creepy is that?) since then, he would always try to act like he wasn't looking at me, by looking another way whenever he was up there. I just tried to ignore it, and have my curtains closed so I wouldn't have to deal with it and make my anxiety and stuff worse. I figured he'd eventually get tired of it and stop, especially if I just ignore it and keep the curtains closed, thus not giving him anything to look at. BUT, having the curtains closed all the time gets depressing, and I've realized that over the years, in trying to avoid the creep and having to look at it or be reminded, that I hardly even go out anymore. I don't even wanna get the mail, and I'll wait til night or several days to get it, just cuz I don't wanna have to open the door and be reminded of it every day. I even had a package stolen bc I don't even want to open the door. So, I've been just trying to ignore it, even though the chair is on the roof all year round, which I feel like exacerbates my ptsd, bc it's a constant reminder of this creep that likes to sit on the roof and try to spy on me, or just make me uncomfortable. BUT, recently I noticed the chair had moved from in the corner, facing the neighbors, to right in the middle, facing my window. This has exacerbated my anxiety and stuff even more, as it's a sign that he has been up there again, and may start doing it again, and I feel like moving his damn creep chair is another message/power move to try to make me even more uncomfortable. I'd really like to sue them for invasion of privacy and emotional distress. I've contacted several lawyers, but only gotten one response. I've posted on other sites, and they just act like I'm overreacting, and say it's his roof so he has the right (???), and that I should just move. It's not that simple, since it's so expensive here, I've looked for years, which also adds to the depression, bc it just makes me feel like I'm stuck, unless I want to live in a worse place for more money. I just found this, and ppl seem nicer so I thought I'd post here. Some might think it sounds trivial, but they've caused me a lot of stress and depression, and altering + not enjoying things, bc of THEIR actions.

I DID take pictures, as I mentioned (it made him go inside, so was proof he was watching me). and I DID put up binoculars in my living room, on a tripod after I saw him sitting there and took the pics. the funny thing is, the NEXT DAY they had put up an extra, darker shade on the top half of their upstairs window - I guess so I couldn't see them, but they could still see out the bottom part to spy on me. so, that was more proof they were looking in my house, even from inside theirs, if they could see my binoculars. I've wanted to do a lot of things, like put the pics up in my window, or around the neighborhood...but I rent, so...? yes, I feel like a lot of my anxiety and stress is just from being a girl and ppl 'watching' me or harrassing...it's bad enough for any girl, but to ACTUALLY having someone living across from you w/a chair parked on the roof all year round that thinks he's entitled to sit there and "enjoy the view"...just makes it worse.
It could be either really. I can understand feeling uneasy about it. Im not sure what to sugguest im afraid. But do try not let it ruin ur life.

You can turn on the two bright led floodlights from your phone when you see him looking at your house or when you want privacy.
There is an easy fix that will help in the daylight for you. A pair of shears hung in the window allow daylight to pass through while blocking the view. From their side they see curtains, I have checked this my self, while you get the light and a decent view of the outside. This helps in the daylight but at night blinds or drapes together work well.
Making habits of avoidance and isolation are hard to break, do what you can to make one contact a day.
One of my neighbors sits on his porch (sometimes ALL day) facing our house, regardless of whether it's snowing or 100+ degrees out. I have learned (based on comments from his child) he has no job and there are marital problems. He also drinks to excess.
While it feels creepy, I have told myself he is in a difficult time of his life.
It truly is hard to know about your neighbor.
A cheap alternative that would allow light into your windows is rubbing a bar of white ivory soap (dry) on the inside panes. It will appear frosted and gives you privacy. It would be easy to scrape and wash if you ever want it removed.
