Abuse is a general term for the treatment of someone that causes some kind of harm (to the abused person, to the abusers themselves, or to someone else) that is unlawful or wrongful. No one deserves abuse, period. Abuse can be emotional, physical, or sexual.

The kids and I are enjoying the peace and quiet at the new place, and the ex is out of the country for another two weeks. However, he has made threats over the telephone and I am trying to be prepared for when he does return. At this point, he does not know our location, but this is not a huge town and being the charmer, he knows a lot of people and loves his "connections".
He is threatening to cause problems, not just to me, but everyone in my family. His first concern is that I try to "get him off the hook" with the domestic battery charge (court date Feb. 2) and after that who knows what demands his mind will conjure up.
He is threatening to file charges against my dad for threatening him because the night he was arrested, my dad told the police, "if you don't take him in, you might as well send an ambulance". He is threatening to bring charges against me because that same night as I was trying to get around him and out of the house he said I scratched him (my friend, son and I never saw a scratch as we were tryng to get my phone, get to the door and out to the car), but he has pictures. He also has friends willing to testify that they have seen me "crazy" and seen me slap him (when I walked in to a room full of drunken, high women to pick him up because he couldn't make it home). He is threatening to call DHS and basically do everything in his power to screw up my life and everyone around me.
I'm really just not sure what steps I need to take to make sure we are as safe as possible and how to deal with these kinds of threats.

Probably empty threats (all mine were) aimed at getting you to drop the charges. The way to deal with it is to document every threat, then talk to the prosecutor on the domestic battery charge. He may find himself with additional charges. Get a protection order (if you don't already have one) and enforce it if he breaks it.
Above all, document everything, every single threat.
Oh and the specific threats? Against your dad? The threat was made TO the police - if they thought there was anything in it they would already have charged him. It's rubbish. And scratching his arm when trying to get away from him on an occasion for which he has been charged himself? Notta chance. As for doped up "friends" who apparently saw you slap him some time ago? The fact that he only raises it when he's on charges already again means ... notta chance.
Empty threats. I still say document, talk to the prosecutor and get a protection order - teach the bastard a lesson for threatening you.
Second, break off all contact with him except via email. This way you have protected yourself emotionally and you have a paper trail of all communication.
You will also need a good lawyer. He is merely trying to get your goat by the threats and has no proof or evidence against you. Do all you can to protect yourself, your kids and your location.
Most of all, do not let him off the hook of the charges against him. You clearly have the upper legal hand here, let your lawyer lead you to victory. Hugs to you and good luck!
