Actually, they provide potable water on trucks, but most soldiers don't like it...so they decide to buy bottled water. However, water IS provided. Let him know that the water they provide is drinkable and safe...so, he doesn't need to purchase his own.

There's a SGT or XO (Commanding Officer) that's doing that. however, it's really an issue of them not liking the taste of the water (kind of chlorine tasting)...which installation is he at? Stewart, Benning or Gordon?
The other issue is that if he's doing convoy live-fire, he will be deprived of water for a period of time as part of the training...so, it's not abnormal for him to be without water.
Built into his pay in a uniform and incidentals allowance, is meant to cover extras of his choice.

They're soldiers... I worked in the field nonstop for 2 years (yes, year round...in places like alaska and greenland). Water wasn't always easy to come by...I drank out of those trucks. I'm NO longer a water snob.

They are not providing a water truck or anything else.

No, I get the work out and lug the 5 gallon jugs up the stairs myself...they are horrible about delivery. So, I just exchange them at the Shoppette

Yes they did have a truck there Shelby but they had not certified it yet.

Where my husband works he has to work outside everyday in 115 degrees.Sometimes hotter because it's on blacktop. No one brings them water to put in the office(they used to get those big jugs to put on the stand) and if you want it you have to bring it yourself or buy bottled water. They said it is too expensive to provide water for him and his co workers. He is in the USAF. I can't believe how poorly they treat him and I and even my daughter. I don't get how people are so proud to be in the military.
