If you haven't had warts for 6 months or longer, than I would say that your chance of passing it on decreases but the chance it still always there.

If you haven't had warts for over 2 years than your chance of passing it along is pretty slim as your body has probably "cleared" the virus.

I'm sorry to be harsh, but I think this would be a bad idea for all sorts of reasons. First of all its gross. Let's be honest here. Second of all the person performing oral sex could get the infection in their mouth and possibly end up with oral warts or oral cancer. It's rare, but why take the risk? If oral sex must be had use a barrier that will cover things very well. I feel like saran wrap covers better than dental dams and a condom does not cover the penile area all the way. HPV can be transferred via fingers and sex toys as well so be careful.

If you have been infected with HPV in your mouth (like if you had oral sex with someone else who has HPV) I would imagine that you could pass the HPV on to someone else's genitals through oral sex that way. Even then I have a feeling the risk might be lower as HPV typically does not stick as well to the oral cavity. If you've never had oral exposure to HPV, then you're probably okay to do so. I've heard it may be possible to spread HPV via deep mouth kissing, but there is no real proof of that as of yet. I see how it could be possible however. You may still want to consider protection. And also, look out for yourself as well. How do you know this person does not have HPV? Anyone who has had sex with someone who has had other partners is pretty likely to already have HPV.

HPV is a skin-to-skin contact virus. I would not be too concerned about transmitting it via utensils... passing it orally is quite rare from what I have read. The tissue in the mouth is similar to the tissue in the genital area, therefore it is not as prone to a high content of the HPV virus.
