to make this short, Paperwork about an issue invovleing my brother has come to play which was supposed to be another sibblings job that they elected to take since I am busy with my parents issues. I have had to put up with repeated routing of work or emails to get my attention, delay and refusal to act on the matter themselves along with their refusal or lack of willingness to get the required certifications or authorizations because they took paperwork time and travel to do is part of their collective effort or should I say collective lack of effort to get a job done or not get the job done or do a lousy job at getting it done is something done that should have been their sole responsibility so when they take care of it the should not involve me and I should not have to hear about it I have my own paperwork problems right now that I applied my best actions to and not just hey " we need" could tou sign this, I sent it to you, oh no its an emergency, well you got the certification...
its like a pattern of deliberate delay and responsibility-shifting, in which they avoid required certification and routine duties, leave tasks incomplete, and repeatedly offload unfinished work onto me—often creating deadline pressure that forces my involvement and in other duties or jobs or errands I see the same occurrences as well which not only create deadline pressure but create safety hazards with physical jobs and items and build up of too many task and clutter to take care of that I sometimes have to take hours of my time to sort out .
So anyhow I had to make the tedious efforts with the printing, signing, emailing attachments, using phone, flash drive, file transfers, Google Drive, pictures, and cluttering my devices with all the info, which some of it took several tries to get the documents and attachments to the other party involved that was waiting on them.
Should I talk directly to the person or the recieving party and ask them to ask her to get the proper certifications to do the task so that next time they can do it all themselves. finally.
Because when I directly confront the person they automatically give me an bad excuse that I know will have something in it that I have heard before that will upset me while they will side shift the thing again when they simply are not doing what they said that they would do. Which is not help and they do have the capacity to do this.
I don't need to be hit up like this again and again which is what happens.

If your brothers are creating challenges with their 'slow/non existent' behaviors where legal papers are concerned, then yes I totally agree with rmb, more work for you, but less stress/hassle in the long run if you take care of All needed papers. Yes to company doing 'work' if it's 'their job' they won't do yours.
If you need to go higher up than secretary, look up company on internet and see if they have a listing of all personnel to find a 'higher up person' to make your needs known.

I think that you know the other party will react badly and give you a nonsense blaming answer.
That tells me you should stop trying to fix or change everyone. Let others be.
If doing the right thing means you must not let things be, let it drop, then figure out exactly what needs to be done. Approach this other person with maturity and good communication. When they again blame and deflect, then take over if that is doing the right thing. But life is often difficult and many people have difficult personalities. We can't make everything perfect.

This is their responsibility and they'll have to figure it out
Wash your hands of it then it won't upset you and your sibling will have to step up or not

They need to know that there actions cost me and it should not cost me it should cost them.
and No, with a consequence which is an attempt to do without their stubborn refusal for something simple that they even said they would do...
No and now I will have to step up or find and pay an outside party to manage this matter and I will be appointing them as an agent to take care of this matter that you have neglected because you did not do as agreed and I will take it out of the estate account noting the reasons why or keep track or my time and efforts and it will come out of any share inheritance if there is any left because I have to higher so many people for what no one is pitching in for.
I moved in and cared for my folks their last years and my brother did nothing
I get how hard and how upsetting it can be
