The scenario is you are out somewhere and meet someone you are interested in so is it ok to shake hands. Yes. I never liked a limp handshake so don't do that. Also, you may just go with it. If she extends her hand then shake hands. As far as a date arranged and you meet at a central location, I think if I were the man I would also wait on her and see if she extends a hand.
Outside is ok with me if the weather is nice. A Plan B is good too offer your date should you get there and find it crowded.
Don't know what a meet and greet is. But I belong to meetup.com and they have rules posted that meetups are not for dating. That being said, don't openly flirt. If the meet and greet is like speed dating then I suppose it would be ok....have not done that. All I can say is don't go overboard. Then it comes off as desperation.

Why not ask your date where they would like to go? That way, not all the pressure is on you to find the perfect place? But if the weather is nice, outside is okay. By nice it has to be warm, but not too warm, not windy, and no massive bug swarms lol.
And flirting is always a play it by ear situation. If you aren't comfortable, if you feel akward, you won't flirt. But if you and the date hit it off, and you get talking and laughing, flirting will just happen on it's own :)
1st ?.... when meeting a potential date in person for the first time, is a hand shake an insult or proper, when two men shake hands, the grip should be firm to strong, surely that is not the case when meeting a lady, is it?
Don't break her hand but definitely firm - most of us have to shake hands on a regular basis - we know how to do it. I've shaken hands or hugged people - it depends on how much contact I've had before hand. Sometimes I've talked to people on the phone, sometimes email - people are VERY into texting now - I'm 42 and it's a little odd to me but apparently I do it - I had over 700 texts last month.
2nd ?.... meeting in an open public atmosphere is always best, but what if the preselected place is swamped with senior citizens, and seating is minimal at best, An outside arena would be ok, right, or should an alternative similar spot be selected prior.
Meeting in a public place is best - indoors or outdoors would depend on the weather, but I would never meet someone in a park - maybe outside in a cute town - parks seem like a place where someone could discard a body...a little too deserted for me. I usually meet people for drinks or coffee - no commitment to a meal till you know you like them well enough. And like Misred said, if the place is really crowded, you can always find another place once you get there.
3rd?.... while flirting is usually a part of any dating scenario in some way or another, would flirts be improper on a meet and greet?
