Drunk phone conversations... bleh.
I would start focusing less on him and more on yourself and living your life, and let him figure his stuff out. I know it's hard and it hurts but I assume he's just not ready to be in a serious relationship. There is nothing you can do about that.
I see you trying to control his feelings and responses. I'm assuming you're young, because that is not something you can or should be trying to control.
You're not responsible for his feelings, and thats codependent behavior
You might want to address that now, because sooner or later, after enough relationships like that, you will find yourself worn out and confused from spending all your time trying to manage others instead of creating your own life
Knowing what I know now, I'd walk on and live my life and let him work out his confusion for himself.
You're not his therapist.
It may not be "Okay". He may be feeling pressured into a relationship he's not ready for (obviously).
This is a huge red flag. Don't ignore it (his uncertainty and the drunk phone calls)
These are not signs of a stable individual to become involved with.
He is not ready for you. He's telling you that and showing you that. You kind of have to take him for his word on this, rather than looking for ways to make him more comfortable or fix him. I'm.not even saying to break up with him. That's up to you. But at the very least, don't twist yourself around to try to.make him feel ok with things.
