It might flatter a girl if she really really likes the guy.. but 3 times in one week is a bit much.
I once had a bank customer come in to do his regular banking. a couple of hours later he came back in.. reeking of cologne.( I knew right then I was in for trouble) He then proceeded to tell me he was a photographer and asked if he could take my picture sometime.. Yikes!
Insul1...just go up and talk to her. Say hi my name is ------- and I was wondering if you would like to get dinner sometime with me? If she says no, just say "Okay, I would have kicked myself if I didnt ask you." If anything it will make her day and not weird out the subject. Make sure you smile to.
To stare at someone for whatever reason, if they're attractive, unattractive, has blue hair, is covered in tattoos, has 14 eye balls, etc., staring at someone is very rude and makes the person being stared at very uncomfortable.
If a guy feels the need to stare because he sees her as beautiful, then he should grow a pair, walk up to her and talk to her. Same goes for women who see a guy that trips her trigger, glance, smile, go start a conversation with him.

When you post these things, asking for help, on any message board... you're going to get all kinds of responses. Filter them and take with you which ones seem to be more helpful. I wouldn't say she's the one embarrassing herself though.
It's good that you have an idea of how old she is to move on to what to do next, and as one mentioned only you can make that decision. Two years difference is not a big deal. If you were 25 and she's still in high school it would be awkward. Saying hello and having some small talk is a start. Come back and let us know if you make some progress. Good luck!
To Ameer: I read your most recent discussion and have to agree with what was said there, you're doing this to yourself, society isn't. If this were true, by your math I should be able to blame society for my divorce because it was getting in the way of my drinking. But it doesn't work that way. Accept blame, take responsibility, and do something about it. Nobody here can teach you that or suggest more than they have. I think you're just so worked up and nervous about talking to girls that you're willing to blame everybody for you not even trying. Stop being that person. Nobody enjoys a person who blames everyone else for something they can control, and you can.
There isn't much of an age difference but she's still in high school and you are not. I love the "Im not looking for a Mom's perspective" comment you made- that pretty much says you are looking for the answer that says "go ahead and ask her out" lol
I'm quoting you there- I can read and it looks like a pretty straight forward question. Of course you are going to do what ever you want to do ( we ALL do what we want- we ask for advice but we don't have to follow it). You asked for advice but you didn't say- "How can I ask this girl out?" "Should I ask her out for coffee, or to just hang out sometime" those are questions you ask when you want to know what you should do about asking someone out.
Judging by your answers to the responses, and not meaning to be nasty to you- but I hope this girl turns you down- sounds like you've got some stuff to deal with that she sure doesn't need to get mixed up in at the age of 17.
Yeah, I'm pretty sure that if the guy is cute, the girl would be flattered. That's probably why cute guys always get to meet girls they like while the rest of us get screwed. The sad thing i even if the guy is too young for the woman and she has no interest in dating him, she'll still be ok with him approaching her as long as he's cute, but if it's an average guy then it's creepy. I'm pretty sure most girls my age would for my cute 15 year old brother to hit on them in public, but if I did it they would just be annoyed.
