Depends on the radio and how it's set up but some are very easy to get off channel. A place I used to work would rent radios for staff use at events. The units were very good and durable but the volume control knob and the knob to change the channel were the exact same size and shape and located right next to each other on the top of the radio. When you couldn't reach somebody on the radio 90% of the time it was because they thought they were adjusting the volume but changed the channel instead.

Amy is correct, my friend who is a social worker, therapist, addiction specialist and something else I can't remember has worked on all levels and advocates not just for victims rights but system reform. She is very much for the european model of education, rehabilition, therapy and work programs instead of straight lock up. She said aproximantly 50-65% of the prison population can reduced and turned into productive members of society instead of a burden to society and tax payers.

As a sidelight, and please everyone understand...I am NOT blaming the teacher in this horrible incident.
I do want to relay a story from my personal experience.
When I lived in CA ( Sacramento, to be exact..), I worked for one of the 3 community colleges in the area.
During the mid-90's, our campus was deeply involved in Distant Learning. It was a way for people to sign up for classes, but participate from home,,either by watching the class live on 2 different cable networks or by being delivered to a separate classroom equipped with our microwave antenna. Anyhoo, there was a push at one time to install a microwave tower at Folsom Prison ( yes..THE Folsom Prison..), and myself and another senior tech were dispatched to Folsom Prison to do microwave antenna check to verify our signal would even reach Folsom Prison ( about a 37 mile line of sight from our campus's 100' broadcast tower).
Anyway, another part of that assignment was to meet with the educational folks at Folsom and work out the details. I remember sitting in a meeting in an upstairs classroom, and when the teacher walked in , I was stunned. she was incredibly beautiful, but that was not the only thing. She was wearing the shortest & tightest skirt imaginable... She sat down at a high table across from myself and the other tech, and when she sat down, her skirt actually hiked up a few more inches, exposing all of her. I looked at my coworker, and he was looking back at me...mentally saying the same thing...she had NO PANTIES on...unless they were the fur covered variety, which I doubt.
I found it astounding that this person would even be allowed IN to the prison dressed like that, and especially one who was instructing inmates!! Wow...I mentioned that fact to one of the handlers, and he told me that because the educational aspect was not run by prison employees, they were not subject to the same clothing restrictions like the guards and other workers. He also told me that this same teacher was accused but never proven, of having a sexual relationship with several inmates...it was a real eye opener, for sure!!
Again....this has nothing to do with the case above....
