Sex offenders in the federal system, even offenders with a non-contact crime, are not eligible for federal work camps.
This is also true in most state prison systems. The DOC will allow an inmate with sex charges to be placed at a minimum security facility, but not to any facility lower in security such as work release.
The thinking behind this is that sex offenders present a danger to the public and they do not want to place them anywhere that would make it easier for them to escape. Violent offenders in the state systems are also not allowed in any security level below minimum.
Also, as far as security classification, all sex crimes are usually considered violent crimes.

Then an inmate at a work release with a violent crime ran off, killed a mother and three children, and that changed all the security rules set out by the DOC. After that murderers were no longer allowed to go to any security level below a medium security level and sex offenders could never go below a minimum.

she and i talked yesterday and she said that her prison had been built as a max security for men but they changed their minds and designated it as a med women's prison.
the rules there, crack me up tho. she said a couple of guards there have said that some of the rules they have to abide by are for max not medium. she is allowed a razor (non ele) to shave her legs n pits but not allowed a blood meter because of the tiny lancets. they are allowed to staple paper work together but i can't mail her anything with staples in it. i found out the blue mtn art calendar i mailed almost didn't get to her. but the lady working the mail room took pity on her. the woman managed to cut the ends off of the coil holding the calendar pages together and kelly worked the coil out, so that she could have the calender. same thing with the journal. i hunted and found a soft cover journal because i knew that no hard covered books are allowed. well i didn't know about the blank paper rule. again for what ever reason the woman in the mailroom again took pity on her and ripped the rubbery cover off and let kelly have the rest of the journal.
I am not as familiar with the federal system as I am the state prison systems across the country.
I know in each state system, usually only one or two of the prisons offer certain treatment programs or rehabilitative courses. Usually only one or two prisons offer certain vo-tech job training courses, only one designated prison offers a sex offender treatment program, only one or two offer any aggressive substance abuse treatment program, etc. Therefore, they have to ship the inmates to these prisons when they want to take certain courses.
Most all of the prisons do offer education courses such as GED and Adult Basic Education, along with reading classes.
The prison system cannot afford to offer all the classes at each and every prison so they designate one prison to have certain courses.
As I have mentioned, I wish Kelly could get a job in the library or as a tutor. She would be good and it would give her a sense that she is helping others; it would be a job with some meaning. I know that I did not qualify for any treatment plans except the sex offender treatment, which I refused. So I devoted all my energies to my tutor job. I liked it and it helped pass the time.
Another big plus with working in the education department is that it is always warm in the winter and cool in the summer. Those teachers would refuse to teach if they did not have a/c in the education department.
On another note, at some point Kelly can go to a low, which is approximately the same as a minimum in the state system. She might like that better.
The key to doing long periods of time is to get into a daily routine and to be able to "make your own happiness" if need be.

i found 2 federal women's prisons that offer the sex offender programs. 1 is in tx and the other is in fl. the rest of them are men's prisons. this is the link for federal prisons that offer the programs.

i've asked her about using the law library and finding books that maybe deal with paralegal training and what not. she did say that she would check it out.
i keep telling her to take it one day at a time. that constantly dwelling on the amount of her future time is prison is NOT going to help her....
the only thing that is really closer to home is lexington ky and alderson wv. lexington is an administrative prison and alderson is a work camp. and if she's never going to be eligible for a work camp, it kinda throws that one right out the window.
it really sucks that they closed the prison in ct down for women and are going to use it for men. if they had left things alone, left it as a women's prison in ct and used kelly's prison for men as they had planned? i would have my butt in gear and be headed on the way north in a heartbeat!
