In New York State, it appears they have a new policy of not releasing sex offenders from prison if they cannot find housing due to the residency restrictions.
No place to go, or at least no place which is lawful because of residency restrictions, and the inmate stays in prison.
Novel idea---just make residency restrictions so onerous so that no SOs can ever be released from custody.
