There are ways around all things technical, it is only a matter of time. That has been proven over and over again. Someone could purchase their own circuit, set up their own bank of servers, and never have to deal with consumer ISP firewalls and filtering.
It isn't that I don't understand how they can screen known images, it is I don't quite understand how they believe that they are going to filter the unknown images that are coming from unfiltered servers both inside and outside the country. and I doubt that the NSA is going to open up their data centers for the CPU power that would be needed to accomplish that kind of filtering in an efficient manner.
This program will not be much help in catching those people as Hidden Services has end-to-end encryption. The ISP can see that the trader is on Tor but he cannot see what he is downloading.
The only way the feds have been able to arrest anyone using the Hidden Services is to seize the servers with the CP---which is difficult to do since their IP address is hidden----plant an exploit on the server side----either a flash or javascript exploit----and have that exploit somehow bypass the Tor network and send information back to an FBI server unmasking everyone who visits the site.
They managed to do that with Freedom Hosting in the summer of 2013 and with three computers using Hidden Servers in Nebraska in 2012, and they used a flash exploit to recently bust some CP traders.
The Freedom Hosting bust used a javascript exploit and I believe one of the other two used a flash exploit that sent the IP address, MAC address, and host name to law enforcement by going outside the Tor network.
