Thanks everyone for your input. I was thinking about Colorado also, but so far away from child and grandchild. Has anyone ever thought about Puerto Rico or St Thomas since they are part of the US?
Tukansan, I haven't lived there in going on four years so I didn't know they changed what they put on the driver's licenses. Thanks for the update :)
UTAH, Can you really go pickup your kids at school without a major problem, say for a level 1, off probation? This seems to be a major head ache here where I live. It not only has really isolated my kids, but they are so sad sometimes because of what I did 12 years ago. They seem to be punished for what I did more than I was, seems we can never move on.
When evaluating the suitability of a state for sex offenders, I don't always consider the laws in effect at the time; I also take in consideration the direction the state seems to be going with sex offender legislation.
Missouri has residency restrictions, it was considering implementing the AWA with the tier levels, they did have a special code on the driver's license for sex offenders, many municipalities have a park restriction, and they have Halloween restrictions. I am not sure if the AWA passed, and in some states the Halloween restriction have been knocked down by the courts; I do not know if Missouri was one of those states.
But the mindset of some of the legislators in Missouri scares me. For instance, in the last session a lawmaker proposed legislation that would have required realtors to warn other people when they represent a prospective buyer who is a sex offender. In other words, the realtor had to warn the neighbors. Sex offenders who wished to buy property were mandated to relay their criminal history to the real estate agent. See the link below.

Now granted, this bill went nowhere, but it gives an indication of the political mindset and climate in Missour toward sex offenders. Bills like this make me cringe.
On the bright side, the AWA bill had a provision that would enable registrants to petition to be removed from the registry after a certain period of time.
I read a newspaper online "The Joplin Globe" each morning and I can see the attitude in that state is not conducive to sex offenders.
The crazy Halloween restriction should tell people that people in Missouri have gone a little nutty over these laws.
If nothing else, find a state without residency restrictions or the driver's license code.
I just think you can find a better state than Missouri.
