The CP laws are clearly about money and control. In fact, that is what the whole thing is about.
If there were really concern about the innocent, funds would be focused on understanding the nature of sexual behavior and shifting the culture to manage the aspects of basic human nature that cause what are presently seen as "problems."
Unfortunately, the behaviors that we see related to controlling others and the excessive greed that lead to things like Draconian sex offenders laws are as primitively human as the sexual acting out that triggered it all in the first place.
I am becoming more and more convinced that the reason we are witnessing such insanity is because humanity has yet to evolve to our full potential. When I was a kid, we were told that people only used 10% of their brains. Well, that's not really true, but I think we underutilize the aspect of our brain that helps us to see how connected we really are to each other.
The sex offender laws are set up to "prove" that someone else is really the "bad guy." They are about separation, which is really what evil is. The haves and the have nots, the good and the bad, the victim and the offender... Its part of our primitive selves that is kicking and screaming to "prove" itself right before it finally surrenders its self to the fact that we are NOT separate from each other. What is done to one, effects every other person. As families of sex offenders, we are living proof of that!
And separation is really about fear. If you can make someone else feel afraid, you can "prove" you are better than them. And, it just isn't true. So, what if we chose love instead? Just sayin'
I'm not saying I have answers here, but I do believe that each of us has the ability to choose our response in any situation. If I have a choice between love and fear, I know what I am going to choose...and it ain't the love of money.

These P2P (peer to peer programs) do not actually have any control over the type of content shared. They do not store these files----the files traded are traded between individuals USING THE FILE SHARING PROGRAM. The P2P programs only act as a MEDIUM, a go between, between the two people sharing the files. Many other types of legal files are shared using this programs also.
Let's use a simple example. TV stations carry to the public certain programs, ie NFL games, talk shows, etc. These programs are transmitted from a TV station to the television of the person at home watching. The television set has no control over what is transmitted---it only acts as a medium between the TV station and the viewer. Pretend that Channel XYZ (or whatever) was transmitting child porn from its station to the viewers at home. Should we decide to destroy all the big screen TVs or televisions to eliminate the problem of child porn? Of course not. The TV sets are not the ones doing the transmitting; the problem lies with the TV stations transmitting the child porn and the person at home watching it. Remember that TV sets are inanimate pieces of electronics, just as computer programs such as Frostwire are inanimate programs.
The televisions themselves are a program that only acts as a medium to transmit the information in much the same manner as the P2P program does when child pornography is shared.
Oh, yeah, I supposed the government could shut down all the file sharing programs (P2P) programs, but that would be like throwing out the baby with the bath water. Many, many legitimate files are shared over the
same P2P networks that are used to share child porn. Banning all the P2P programs would be like banning TV sets or big screen televisions. Yeah, it would stop all the bad programming, but it would kill all the programming period.
The problem is not the P2P programs such as Gigatribe or Frostwire. The problem is the people USING the program. There really is not an easy way programs like Frostwire to stop the sharing of illegal files, since they cannot control what people SHARE and what people choose to DOWNLOAD.
Even if Frostwire or whatever P2P program you want to use could stop the sharing of illegal files, it would be such a monumental task that it would almost be impossible. There are thousands of people out there sharing millions of child porn images and videos, so it would be difficult.
Another thing you must consider is that many of the child porn files shared are shared from foreign countries, and these countries may or may not abide by Unites States law. Also some of these traders use proxies to mask their true identity, so it would be difficult to do anything with them.

Why? Because too many people or groups of people are making money off these crimes for anyone to have an incentive to stop these arrests. They know that the guys, for the most part, downloading child porn and talking to teens on the internet are not really dangerous predators or perverts, so they are perfectly willing to just arrest them, rather than trying to completely stop the problem (which would be impossible in the first place.)
Why should they try to completely stop all these child porn and solicitation crimes? Police departments receive huge federal grants, thousands of dollars a year, to fight these crimes. With this money they can drive their $60,000 new SUVs and buy all kinds of equipment to fight cyber crime. They can hire more officers and even hire a couple of officers to sit on their fat asses at night behind the safety of a computer screen and troll the internet for some lonely guy trying to talk to some teen in a chat room or a guy downloading a few naughty pictures. They don't want to give all these amentities up.
The corporations who own private prisons sure don't want this gravy train to fail. The child porn convictions alone have kept the prisons, especially the federal prison population, full. If you had a motel, would you rather keep it full or half-full? Which would give you a better profit? And remember that many prisons today are operated by private corporations which pay huge sums of money to lobby politicians so they can get elected and and pass more and more restrictive laws with longer sentences that will keep the prisons full. Hell, its a Catch-22.
These non-contact crimes have created an entire industry and people are getting rich because of it. The psychologist are making good money (remember most sex offenders have mandatory sessions with a psychologist), the people who run the polygraphs are benefitting from all the child porn convictions (most guys with a child porn conviction are required to take a polygraphy test at certain intervals), the parole or probation officers are sure to have a job, and even the COs in prison have more job stability when the prisons are full.
And don't forget about the companies that manufacture GPS units aka "ankle monitors." Many, many sex offenders are required to wear one of these devices either as a condition of probation or as a condition of their supervised released. These things are quite expensive for the offender. But the firms that manufacture GPS units are making a killing renting them out. Hell, if they stopped all these non-contact sex crimes, they would go broke. And don't think for a minute that the GPS manufacturers don't have people who lobby politicians to get "tougher on crime."
And lets not forget about such organizations such as National Center for Missing Children, Klaas Kids, John Walsh's program and hillbillies such as Mark Lunsford. All these organizations and people have made a good sum of money because of all these child porn convictions. Have you ever seen Mark Lunsford? He is a greasy, rednecked hillbilly who would have never had a dime to his name, but thanks to the sex offender craze he has his own organiztion.
I could go on and on listing the number of people or companies that are getting rich because of these non-contact sex crimes committed over the internet, but the crux of the matter is that too many people are making too much money for anyone to ever have an incentive to completely stop these crimes.
So why would they want to stop these crimes?

The file sharing networks don't need to be shutdown affecting legitimate traffic. The government via the National Center for Missing and Exploited Children has virtually everything required to shut down the sharing of "known" cp easily, quickly and for minimal cost As others have pointed out, this would shut down the arrests, the convictions and all the money resulting from them.
I have a technical report detailing how law enforcement tracks cp all over the world in a Skydrive if anybody is interested. This one is specific to Gnutella and eMule but the principles apply across all file sharing networks and law enforcement has a "RoundUp" tool for every network. Gnutella is the underlying network for Limewire, Frostwire etc.
