The ending is disturbing in that it seems to infer that legislators are considering listing more than just the predatory offenders on the public registry. You may want to look into this legislation to see if it would affect you should you move to Oregon.
Early on I had checked several states and I think it was North Dakota that I found had no living restrictions – they actually said in the FAQ’s that everyone has a right to live somewhere!

The longer you live in one place people get to know you as a person. Find a place and stay, my home after about 20 years has become my prison. It would be almost impossible to move even though my crime was 1979 34 years ago.
