Notifying LE with a full itinerary 21 days before traveling internationally is a requirement of the AWA (as well as domestic travel notification). I do not think there is any such requirement in other states. I know there is NOT in California.
@honestwitness - you can't be serious???
From HR 6266 (2010 Int.l Megans Law). Predecessor to HR 3252 (2011 Int.l Megans Law). Neither was enacted. There were several previous versions. Would not be surprised to see 201x Int. ML Law Bill in the near future.

Wow. Just wow. The old Stasi (http://en.wikipedia.org/wiki/Stasi) guys must just be weeping for what could have been....
In the period of time from the 1950’s to the fall of the Soviet Union in 1987, we had an ongoing Cold War with the Soviet Union. We considered them an evil empire and some kind of Communistic threat because they had such an indifferent stance toward the rights of its citizens.
Oh, we railed against the wickedness of Communism and the Soviet Union. After all, they wiretapped their citizens, threw people they just did not like into the Gulags for decades, tortured people, spied on the people, murdered those who opposed them, and did everything considered antithetical to Democracy.
My how things have changed.
America is now this century’s Soviet Union. We do everything we condemned the Soviet Union for doing decades ago. WE have become the evil empire which is completely eviscerating the rights of the American people. We have Gitmo, waterboarding, secret prisons, the spying on people on phones and the internet, Drones to kill innocent citizens, etc.
The United States has, frankly, become an embarrassment. We have 5% of the world’s population but we have 25% of the world’s prison population. Anyone that dare to bring any of this country’s sins to light can be assured to be destroyed.
The sad thing is that is going to get worse before we can hope for things to get better.

They look like pathetic amateurs compared to what is going on here and now.
You are so right, Dixon. The things our country (the NSA, FBI, Homeland Security) is doing to its citizens make Hitler look like a boy scout. And the saddest part of this is that what we know is just the tip of the iceburg.
The idea that we have any kind of freedom in this country is fast becoming an illusion.
GWB once said that "The terrorists hate us because of our freedoms.
What freedoms?

And each time we give up a right, a freedom, the terrorists have won another battle. Hell, they have practically destroyed our way of life over here in the United States and they did not even have to fire a shot after 9/11.
Little did Bin Laden know that when he masterminded the attack on 9/11 that he would be the cause of our Democracy turning into a Police State. He stated as much in an interview before his death. He said something to the effect that he never dreamed the United States would buckle the way they did in the face of terrorism. He then stated that the attack was more successful than he ever thought.

The US, with 5% of the world population, has 25% of the world's prisoners. Its incarceration rate is is by far the highest per capita in the entire world, and a multiple (up to 10x) that of comparable, OECD, nations.
One in 4 (adult) Americans (25%) has a criminal record.
How can this be? I see two explanations:
1. Americans, in general, are inherently bad and criminally inclined, and the system just does a good job of catching them
2. The laws and legal (note, not justice) system are unfair, making criminals out of people in numbers not seen anywhere else
Either way, I have a difficult time accepting that such a nation feels called upon to bring a 'better' life to the rest of the world, down to bombing them into oblivion.
Just saying.
