Report nephew to child services. He is an unfit Father. Report nephew to police .. he is breaking the law.
Report Brother to the parole board or police. He is breaking the law.
Take custody of your great niece or someone else suitable. She is in danger.
Check out the possibilities of getting a power of attorney over your parents where you can decide and arrange what is best for them.

Otherwise .... you could walk away ... entirely. There are legal issues, moral issues, family issues. Very complicated .. but there are solutions.
He needs to sort his life out. Hopefully head to Narcotics Anonymous; I don't believe jail is the answer.
Talk to a lawyer! Make sure that YOU are protected.
WV has some great things to say, and I do believe that social services needs to be called to protect your mother and the young child. But many calls to social services start a sequence of events that are no longer under your control. You need to be ready to step up and be part of those sequence of events when the ones that are important to you come up.
Thank you for updating us! Reporting what you saw to your counselor was brilliant! They know who to call. Hopefully you are able to monitor things and make sure that your niece is well taken care of.
