The most important thing is how you feel. Can you move forward without caring how they feel? Obviously he didn't care about your feelings or there is a great possibility that this would not have happened. Would you take him back knowing he didn't care about you? Children, commitment, love...none of this mattered.
If you are only bothered by whether or not he regrets his actions...I would say you are in a pretty decent place to move on without him. Perhaps focusing on your children and making you happy would be a good thing:)
oh...from my experience, they only regret their actions when their new relationship falls apart. While it is good, they could care less.

But like BlueKnight said, the most important thing is how you feel. You may feel like obsessing over this question of if he regrets it or not, but it's almost funny how the answer won't make you feel any different.
So to answer your request, I think, yes, they can regret it inside themselves, but they are too selfish to admit it or change it. Someone with true regret you would know right off the bat.
