This is coming from a girl who had to live in TN as a Jewish/Native American/Latina mix! Boy did I get the name calling! Only one person ever got in trouble for harrassing me even though many many people did it. I got called all kinds of horrible names, and even a TEACHER called me out on being "obviously catholic since (I) am "Spanish""...first of all, I'm not spanish, second of all I'm not catholic....

That being said, I dont believe the "no tolerance" issue applies to lying. If your son did not say those things than he isnt breaking the rules. I always had to be very careful to believe only half of what the shcool said and half of what my child said. I was made a fool of many times for believing my sons were not capable of doing or saying anything wrong. I think it is our responsibility to protect our children but to choose our battles wisely and be careful of what example we set for our children.
His suspensions go on his permanent record so I see no fault in at least talking to the school board and making sure that sufficient evidence is given when they make their decision. Actually, your sons school sounds very "racially" charged especially to put that kind of sign in their bus window. It is like segregating color rather than people. It sounds so 60's and innapropriate.
It might do you well to talk to the parents of the little girl and see if you can settle the differences between them that motivate her to misread his intentions or comments. But, then, most parents fear doing that because noone ever thinks their kid does anything wrong. Hugs
