If it were me I'd be knocking on the landlords door while it's going on.. Maybe if it's at night he'll be more apt to put a stop to it..x
So I guess the first thing to do is to ccontact the police.
Why isnt your apartment manager doing anything about it. Or is he and the person just continues anyway?

I had 4 college boys living under me. They had their base turned up really loud and they would go out on their balcony and "hoot" really screaming like at late night parties. They had a huge 3 bedrroom apartment and would have 300 ppparties.
I called my landlord/owner 3 times and he tried to stop it and then I called the police. After three calls they started giving the boys monstrou$ tickets. I knoow bec the Police would ccome back and talk to me. They moved in about 8 months.

I'm sorry you have a noisy neighbor. Glad it has stopped for now so you can get some peace.
I'm a landlord. I own several buildings and some have upstairs/downstairs tenants. I think I get more personally involved with my tenants than your landlord does but I think it's safe to say that all landlords want their tenants to be safe, content and paid-up.
We encourage the tenants to work out noise or parking issues first. If an annoyance becomes persistent then we ask them to call us. We get on it right away.
How many times have you talked to your neighbor? How often have you called the landlord? I bet you can get this worked out without having to call the police or moving.
The steps issue is a huge safety hazard and needs to be rectified right away. Best bet is to politely and persistent contact the landlord until he takes care of his responsibilities.
