Some people are really sensitive to changes.
Mild dehydration will affect the ability to think clearly, to relax, and drinking cold water cools down the changes quickly, and you feel better.
I know that when I added water first thing in the morning, my anxiety was closer to normal. When I added a glass of water about 1/2 hour before bed, my sleep was more rested.
For another support group member here, they needed to add some water in mid-afternoon only.
It depends on when, where, how, and what happens to raise your anxiety levels as to when you will find the most help with water.

Splashing cold water on your face helps with panic attacks - the dive reflex calms the body down.
I carry a bottle with me wherever I go. It is great when I am feeling anxious when driving sometimes - serves as a distraction from heavy traffic.
I've recently started using whole food supplements as well and am feeling much better physically. Guess I'm trying to repair some of the damage my anxiety has caused my body...and it's good to know that I can.
Also, I haven't tried this, but someone told me about a book by Joe Vitale - he is very big in the "higher consiousness" movement and researches a lot of energy "tools".
He met and interviewed a doctor in Hawaii (Dr. Lew Hew) and after meeting him wrote a book, "No Limits". Evidently, this doctor has had some remarkable healings (how or what he does - I don't know). But, one thing this doctor recommends is drinking A LOT of water. But, while he says regular water is good, he encourages people to drink "blue solar water". All you do is take a cobalt blue glass (or cobalt blue, glass container- it has to be glass, not plastic) fill it with water and place it in the sun for at least an hour. Evidently, the sun radiates the molecules in the water and transfers something or other to the water.
I can't testify to whether it's good/bad or whatever - I thought it was interesting, though.

It does not take 3 months to reverse dehydration. Not even if it's life threatening.
Water is good for you, sure...so is a generally reasonable and healthy diet. Does it have any effect on Anxiety? I have never seen any science to back this up. It sure never had any effect on mine. (Drink too much before bedtime and you'll be up all night in the bathroom. Sleep deprivation IS bad for anxiety. lol) In fact, I am not a water fan and I live in L.A. where it just is completely politically incorrect to leave the house without your water bottle.
But I do drink lots of juice. And water is contained in many solid foods as well. such as many leafy greens, mushrooms, etc. So drink normally, eat well and you'll be fine. :)
Sipping a chamomile tea, even better for it does have calming properties
