I've honestly never heard of that vitamin, but once I read the uses and side effects, I wouldn't recommend it without having a conversation with your doctor. The best vitamin I would recommend would be Hair, Skin, and Nails and a Zinc supplement. Hair, Skin, and Nails is made to promote hair growth and I personally know that it works with little to no side effects. The brand I use is Nature's Bounty and I take 3 tablets twice a day. Nature's Bounty is about $10, but it works. I've compared it to the drugstore generic brand, and I had to take at least twice that amount to see any difference. The quality of the drugstore brand was just not good and as a result, a huge waste of money.
I know the scene/emo hair cuts look really cool, but trust me, they're not worth it. Focus on getting your hair back to a healthier state and not putting it through a lot of hard work to look good. In a few years, you won't want a hairstyle like that anyways. Once your hair has healed and thickened up, then I would probably recommend a temporary dye job and see how that goes.
