Ledli said it well,
The inner workings of your ear send external sound to the brain to be processed. If you block out everyday external sounds with plugs your brain has less to process and foucses on the internal sound of tinnitus.
If your in a room talking to guests you divide your attention among them all
If you're in a room with one other person they get our full attention. The brain views sound the same way
For me, I don't care, if I am going to be around loud sound the ear plugs go in whether it is unpleasantly louder or not. It's a short term pain for long term gain.
Plugs prevent against further damage and save your hearing for later life. I wear them for movies, mow yard, vacuming, sawing, etc. I use my fingers for emergencies
