Many of the other symptom used for diagnosis in PCOS are only in some women. The cysts though are the biggest common one, and the one that reduces your ability to conceive. If you really believe it is something else, I would pursue it, but if your follicles are only partially and staying on your ovaries - giving what look like cysts - it sounds like your doctor is right.
