While my daughter goes to bed anytime between 8 and 8:30 and will sometimes be awake until close to 9, lying in her cot talking and I don't agree that 7:30 must be bed time, popping her into bed at 9:30 as a matter of routine does seem rather late. I won't presume to tell you to get her to bed earlier, because I don't know your circumstances and whether that would be possible for you or not. But I do think that routine in the evenings is absolutely vital, so make sure the evenings always progress in the same way.

Before this time they were on a very relaxed schedule so at 1 and 2 I was starting work FT and needed them in a better schedule. Basically it took TIME for us to establish a good routine. Decide on a routine and stick to it every night especially till she adjust to it. It may take time but she will learn we do this every night! For my kids it took way more than a couple of weeks but we still stuck to it and when they were ages 2 and 3 we moved to a house and just before that seems when the bedtime thing was alot easier! When we moved I thought we would have issues but no it was so wonderful! Now its fairly easy:)
Here is what we do...maybe a few peoples routines will help you!
We start our routine at 730PM sometimes a bit earlier. It takes us 30 minutes so basically they are in bed no later than 8PM
they first brush teeth and get PJ's on
they each pick a story and we do story time in my room
I then tuck each child in, daddy comes after me to tell them good night, I then go in again to shut off the light
Our tuck in is kinda elaborate! LOL But its what they adapted to so they are so use to it now!
As far as the getting up keep putting her back that part should only take a few weeks. I had this issue with my son. I would usually give in and let him sleep whereever cause I was so exhausted but he was about 2 1/2 I think when we were like we need to get strict on this so we can all get some sleep! So that part was really hard and I was exhausted during those nights and in tears but he wanted to sleep with us so he would scream when we were doing this.

Have you tried reading before bedtime?
Is she wanting to sleep on the couch because the tv is on?
Or maybe rewarding her when she does go to sleep in her room?
Gosh, I dont know... ours goes thru the deal of going to bed and sleeping an hour and waking up with a bad dream or something... I hope you can find something that works
