Obsessive-compulsive disorder (OCD) is a psychiatric disorder, more specifically, an anxiety disorder. OCD is manifested in a variety of forms, but is most commonly characterized by a subject's obsessive (repetitive, distressing, intrusive) thoughts and related compulsions (tasks or rituals) which attempt to neutralize the obsessions.
As someone in your sister's position, I too have a horrible time finding the time to return phone calls. It helps with me when people are specific in their messages about calling them back by a certain time (for example saying something like, "I know you're busy. If you get this, I would really appricieate it if you called me by 8 tonight because after that I'm going to be busy,"). Otherwise, I would say to keep reminding her. I wouldn't say that she is inconsiderate as that might put her on the defensive, I would maybe word it like this, "Lately, I feel like we haven't talked a lot. I understand that you are busy, I just love talking to you and care about you a lot. When my phone calls aren't returned in a day or so, I feel like I'm being avoided." Another thing you can try to do is set aside some time on certain days that you two talk. If you two talked every tuesday at 8pm, it would make you a regular part of her busy schedule.

I agree with everything you said. Sometimes I wonder if the OCD controlling part of me just wants to control this as well. I didn't actually use the word inconsiderate. The convo's we had were more like the example you showed. We have had this talk about 3 times now. It is hard because I love spending time with her - even if it is only every 4 weeks or so.
I know my sister likes to spend time together too. Last weekend we had plans to go the Aquarium and she had to cancel late the night before because her husband decided against it. The last minute cancel did not bother me as much the fact that I think she really wanted to go. :( Thats life I guess.
The every Tues at 8 idea is a great idea. I will suggest it.
