To purse your lips put your lips together like you are blowing up a balloon, when done right you will have to use a bit of effort to exhale the air past your lips. You shouldn't have to work too hard to do this and you can try different levels of effort to find what you can tolerate and what simply works for you
I use this technique ocassionally to counter the feelng of air starvation that comes from SOB.
