the other option is to be more direct, which ive always preferred, cuz i never liked wasting time if the girl is one that just likes to date alot of guys, or if she just doesnt seem to feel there is any potential for more than friendship there. in that case of the 2nd scenario you might call and say, hey ya didnt get back to me the other night, but i know things come up and all. that gives her a chance to insert an apology, sincere or otherwise. depending on what she says back, how glad she seems you called, and her apology, you can respond with either asking her out, or if she seems cool either take that as a sign, chit chat a bit and prepare to make your exit, assuming there is nothing there. or if she is hard to read, just go ahead and ask if she feels there is a potential for more than a friendship with you two, or does she view you as just a friend. if she says just friends, say thats cool, i just wanted to know. maybe direct, but at least you will know and wont bother calling and being put off again, wish does pain the heart. best of luck.
Call her up, chat her up (about fun stuff) and ask her out. If she says yes, you'll find out all you need.

You seem like a nice and sensitive guy, so she might have been trying to let you down easy that she just is not interested in you by agreeing to be friends. If she doesn't return your next call, then she may be trying to blow you off. Also, be careful because unscrupulous women can just use you because of your attraction to them.
My ultimate advice is not to become so hung up on one girl.
I guess if its meant to happen it will happen....
