Things are desperate in Russia - especially for women. If he is having any contact with her, then she is likely playing on his emotions (I don't mean love, per se, but men are quite compassionate for the most-part). It would be hard to just ignore her if she was doing this. It's a possibility that comes to my mind at least.
If he is making that much of an effort, then I have to think that he is still in this. But your ultimatum needs to be firm. Either he commits to your terms, or her doesn't. He doesn't get to make his own terms... somewhere in between... period.
He is acting so irrationally and he is obviously obsessed and addicted to this women. He has some personal issues like communication ability. He has always 'frozen' with women but says he's comfortable with her. He even says he has a 'shield' with me. I don't think I ever gave him a reason. A few people have suggested that maybe he has Aseberger's syndrome. I will be looking into this.
