You should be aiming for less than 140/90. Your bottom number is fine, your top one is elevated, but it may be a one off. Talk to your doctor.
It may be that the headaches are causing your high blood pressure and not the other way round, but get things checked out.
My doctor knows that my readings in his office are usually too high, but my readings at home are lower. Some people are the other way round! He sets me up with a 24-hour BP monitor every so often.

Going higher like that to 189/102 - definitely get to the doctor. I've heard to take a couple baby aspirins. Try to calm down; when I had my issue, my daughter who is a nurse came over, and she didn't want to tell me how high it was because she could see I was getting scared and it was going higher.
Take a deep breath to the count of 7; hold to count of 7; blow out to count of 7 - repeat 4 times at least. That can help calm down.
Foodwise, if you can grab a handful of raisins, or bananas, or especially oatmeal - sounds crazy, but I've seen mine go down pretty quicky eating that. Crazy thing I found out today - a couple tsp of apple cider vinegar in a cup of water REALLY brought my blood pressure down today.
