I moved into this small 1930s neighborhood in September. When I saw the place, there was a lab barking next door and I said to my landlord when I was looking at the place - this is going to be a problem. He said : don't worry, the dogs aren't out all the time. Ok.
The neighbor's yard is immediately. By my bedroom. Her dogs literally bark every 2 hours or more often. She lets them out, they run around and bark and bark. This starts at 8 am and lasts until 10 pm. They are not out all day long, but they are definitely coming out often. I have a noise making app to shut out the barking but this morning I just fell asleep after a bad night with pain and I have to go to work at 4 pm and the god damn dog started barking at 8 am right by my window. Then at 8:30, then 8:39
I woke up and lied there in bed for a couple of hours , the dogs started barking at 10 again when I was considering falling asleep again.
I got really pissed off and went to my neighbour and said that : " hi , I love next door, I just wanted to ask you to please do something about the barking. I work long shifts at the hospital and I was trying to take a nap on my morning off and the dogs are just barking all the time. I m gone all the time , but if my car is in driveway in the morning, I m usually trying to rest "
The woman was clearly irritated and she was like : " I ll try, but when they go, they have to go! I don't have a husband anymore !"
and I was like : " I don't have a husband either and I have to work!"
it pissed me off so bad! Like it is my fault that she doesn't train her animals.
Now I feel kind of bad that I went to her because she not once said she was sorry or apologized. She is probably a real bitch.
I m paying over 1000$ to live in this house and i don't want to move !

The neighbors that used to live next door to us had three of the loudest children I had ever heard. All three of them in their yard all day and at night during summer was the worst; it was just constant, sustained screaming, crying and yelling. We had to keep our windows closed during the summer and forget about sitting out in the yard while they were outside.
Anyway, my mom worked third shift at one point in her life and she could never get enough restful sleep because of all the noise happening during the day. It's tough.
What I found to be really helpful are noise cancelling headphones. They are a little expensive, but they work, so it is worth it. I also found putting a fan on to be helpful, since it muffles all outside noise.
To keep the dog from barking, one actually had to train the animal. It seems like people get pets but don't invest time to train them properly.
Now she just stands there and yells for the dog to go inside.
The training is a whole other issue with me. I think people don't realize that training helps keep their dogs safe. That's why I don't take my dog to dog parks. Someone down our block has the cutest dog and their kids always forget to close the gate when they're outside, as kids do. So the dog always gets out, and will charge other dogs, to play, I'm sure, but it scares the crap out of my big baby dog. Anyway, one day he came barreling out of the yard and pounced on my dog. I was able to get him under control with one hand while holding my dog's leash in the other. I yelled to the house where the dog lives... COME GET YOUR DOG. The wife came out and got him, and then said, yeah, he just doesn't listen. I said he doesn't listen because he's not trained. Jackass.
last week on Thursday she let her dog out at 2:30 am and it woke me up. I was so pissed that I called the police and made a police report.
The police man couldn't understand why I was mad.
I tried to explain to him that I just went to the neighbor to ask her to tone down the constant barking.
Ugh. I can't stand this person now. Ordered anti-barking devices and I m going to hang them on my fence.
I will say i don't let my boy outside without a human and take him back in as soon as he barks.. and he only barked once at night because a stranger was breaking into their house, and it was a lower warning bark for me to come look.
My neighbors had a dog they seemed to keep outside that barked all day.. for about 3 weeks and gone.. most of my neighbors dogs bark a lot too. I'm moving and looking at $1100/1200 rentals to find a quieter neighborhood my dog will have less reactions where i can continue training.
Problems with neighbours can really spiral out of control and become ugly so if you take the legal route hopefully they can be dealt with very civilized for both of you

If the goal is to be right, then file complaints, make her life hard, etc. But I think that's an energy sucker, and she may keep her dogs out just to spite you. If the goal is to get sleep, I would buy some noise canceling earphones.
