I don't know what to do anymore.. I fell for this guy, he used me, he lied to me, he played with my feelings.. yet he doesn't leave me alone. I don't understand.. I wonder if this guy takes pleasure in hurting me ..

That's the only way you're going to be able to move on.
Block him on FB. Block his number on your phone so he can't call or text. Change your phone # if you have to.
He doesn't treat you right, and he probably never will.
As long as he gets a response from you, he'll continue to contact you. If you can find it in yourself to ignore him, hopefully he'll just go away.
He told somebody else that he loved them, he's on dating sites while wanting to work things out with you. You also said that he doesn't try to work on any of the problems you 2 have.
You have nothing to feel bad about. You tried, he didn't.
