For backgound: Gd w leukemia in our custody one year no DCF; my son and his gf heroin. Older sis w/ her bio dad one year thur DCF. All happened when mom was charged w neglect and both kids removed. Mom had subisdized housing, my son lived there unknown to authorities. Son got himself expensive apt 6 months ago. Now: Housing authority has caught up w mom and want full rent so mom is today moving in with my son. Very good news for both gd cases. DCF does not expect any changes in addiction pattern of either bio. Mom will stay w/ my son for keeps, since she will not get subsidy again. Very bad news for bios. They are stuck w eachother and fuel eachothers' addiction. Mom is uncooperative with DCF, does not show for court. My son was not charged with neglect since there was no proof he lived w mom. With both together now, son would have a very hard time getting our gd from us.
Too bad, and I do have some sad feelings for parents, as they are heading further downhill, but the girls are safe.

You are right to add "but the girls are safe". They are the innocent victims in all of this. Your gd is very lucky to have you.
