I was walking Miki when I got home from work today and we saw a guy who we saw yesterday that gave me a bad vibe. We walked by, I had Miki on a short leash because she does not like his dog and my body was between them and we were on the other side of the street. He was telling his dog to stay (he wasn't listening), and the guy broke a branch off a tree and started beating it on the ground. I didn't know if he was trying to scare Miki off or get his dog's attention but either way it came off as aggressive so we just kept walking and I did my best to ignore it. Then tonight I saw him in a different part of the neighborhood and he asked if he could pass. I said yes and had Miki sit. She barked a little bit but did better than yesterday. He ended up going the same way we were going so I kept well behind him and worked on keeping Miki calm. I heard him say something but with the crazy wind I couldn't make it out so I kept going, then I heard a branch snap and he starts yelling and asking wtf is wrong with me, etc. I got out of there real fast and made it home before having a full fledged breakdown/anxiety attack. Yelling is a huge anxiety trigger for me and it brings up memories of some really traumatic events. And on top of that I had a legitimate reason to feel unsafe. I've been home for an hour and crying the whole time. We've seen this guy several times before without any issues (as a side note, I never let Miki get anywhere near another dog, so it's not like his dog was in danger of getting hurt) and this is a very small neighborhood so if I do see him there's not many other places to go. And now on top of all my other anxiety around the situation with her, I have to avoid this guy too...
Sorry, this was long. I'm not asking for advice or anything just need to vent, people here understand this kind of anxiety better than most

The police told me that it was good to have a report on file even if I didn’t want them to act on it at the time.
This guy sounds like a loose cannon. It is very likely he has exhibited the same behavior to other people. I’d also be questioning the care of the dog. You were very frightened which I think may meet the legal definition of assault. Think about talking to the PD for your own safety as well as your neighbors.
