1. Food oil of choice. A drop of Extra Virgin Olive Oil for me, usually, rubbed in before bed but after I've brushed teeth/flossed, etc. It's hard to not lick it off or wipe, but letting it absorb is the way to go.
2. Andrew Weil has a lip balm sold at the boutique skin care store "Origins". I don't know if you can get that line online, but it's amazing. Once in the AM, once at bedtime, no chapped lips since. Use it all year, and it's awesome.
3. Vitamin E. Y'know the capsules you take? The ones with oil inside? Yeah. Pop one of those, rub onto the lips once a week, in addition to whatever else you do. Same as the olive oil trick, and also works for any other bits of dry or injured skin. I couldnt' get high-quality Vitamin E for my skin any other way, so I just buy the supps and poke 'em with a big pin.
I've also heard people claim that drinking aloe vera juice cures all, but all it did to me was give me a bit of anti-constipation, and I'll leave it at that.

Oh wait, yes, there's an Origins in Honolulu, for what good that is/isn't to you. Dunno if they ship to Hawaii, you know how it is with that better than I do, probably. (And they may carry Origins products at Macy's.)
By far, the Weil product is best I've ever found.
