Oklahoma, Louisiana, Mississippi, Tennessee, Florida, and Missouri are really bad; there are other bad ones but I am trying to picture the US map in my head while typing.
Ohio is not good, I remember.

I think Oregon is reasonable as is Utah. California, no. If you can stand the cold weather, you might check the Dakotas or Montana. We have a couple of members from Wisconsin that can tell you about that state and about Minnesota too.
On the Atlantic coast, I am not sure about Virginia, Georgia, or the Carolinas, but we have some members there who can chime in
Some of the New England states are not too bad, but the cost of living up there is steep.
I am thinking. If I think of more, I will post.

I know that Florida is the worse and Alabama is not that much better. I do not know anything about Indiana.
It's best to search for "Sex Offender Restriction" for the state you are interested in. Some state are mandatory lifetime registration regardless of your sentence. You have to weigh this when selecting the state you want to move to.
And of course asking here your should get an answer to your questions....

Alabama does have lifetime registration no mater what the charge (no tier levels).
Washington DC is also pretty good and their website only gives a partial address but it's expensive to live there.
