What does LOW MEDIUM status mean?

My son was transferred to an evaluation center for 60 days before he will be sent to whatever jail they decide. Does LOW MEDIUM status mean he might go to a minimum security jail? He is in Kansas.

The Federal system has 4 levels; High/Max, Medium, Low and Camp. All but the Camps have fences and razor wire, at least two. Camps are actually minimum security where the inmates work outside of the prison and transport goods between the different levels. No Federal SO ever goes to a Camp. They are usually housed at Lows.
Lows are also where illegal immigrants are housed while waiting for their deportation hearings. You can easily learn Spanish there.
