First though, a registrant will not be allowed in to Canada, they will turn him away at the gate, guaranteed. Was there in 2014 and there is a sign posted about who is NOT allowed in the country. So going to Niagara falls will be fine, just stay in New York.
If your fiance is on probation/paper/supervision travelling is going to be more a PITA than anything else. Because they will require him to get a travel permit, depending on their rules they may want him to report to LE when he gets to his destination and all sorts of crap. Also going to places where the agent believes children gather will be off limits, but any excursion like zoos and aquariums will need approval before he can go anywhere like that.
Do you know how long he will be reporting to an agent on supervision, his discharge date is usually what it is called.
First, we had to get the trip approved by his PO (he was in good standing, we had to have the address of where we would be staying and with whom, a general outline of where we would be visiting, phone numbers we could be reached at and we were driving so we gave the route we were taking.) We notified his PO about the trip 3 months prior to the trip (he switched PO's in the middle. We notified his original PO 6 months prior. His new on came in about 3 months prior)
Second, we had to determine if he had to notify the state/county we would be staying in. The state we were in required registration if we stayed 7 days. We were staying 6 so it was not necessary for him to notify anyone. I think this differs between states, so you will have to find this out.
Third, he had to get a travel permit from his PO. This was a paper outlining the trip and that he had permission from the supervision department and county to travel. It had the date we were leaving and the date to which WE HAD TO RETURN. It was signed and dated by both him and his PO. His PO kept a copy and we had a copy to keep with us.
Fourth, we had to notify our county when we left and when we returned home. (a phone call was all that was necessary)
The biggest advice I have is to talk to his PO about it. Outline the trip in detail and present it to the PO. If he is in good standing, and you are in good favor of the PO things are easier. Any trip we make whether it be to a different city that we may need permission for, or a mall, different shopping centers near parks, state parks, I usually check maps to look at the area to see what is around it so we can tell the PO what some possible areas are we are to avoid.
I've been to Niagra Falls before, and it is a state park. Our state has nothing saying RSO's aren't allowed in state parks (we just have to notify his PO), but I am unsure about NY. I do believe National parks are off limits to RSO's (some one correct me if I am wrong.)
That situation is a headache for people normally. What are the ramifications for someone on probation or on the registry should something like that happen?

These were the reasons we travelled, otherwise we would not have gone.
He does need a travel permit if he leaves the county for more than 24 hours, so even if we want a weekend away out of county, he needs a permit. Granted that is a lot easier.
The second was having an extremely rough time finding work and a CDL job was the only one he could get that paid him enough to support him and his family. He got his CDL and did short runs and worked his way up to long distance.
It is possible, I think it just has a lot to do with your PO if you are on supervision.
