Looks as if they are tightening the screws down there in the Florida for sex offenders. When Florida made its bold announcement that they planned to wage a Scorched Earth policy against registrants, they were dead serious.

Regarding the new restrictions in Pasco, please note that an authority in the field of treating sex offenders----Ruben Drake--- asked them to delay their decision and noted that studies have shown that " there was no empirical data showing that a 2,500-foot buffer makes children safer."
Of course, since these restrictions are purely politically motivated and have nothing to do with the safety of children or the community, he was ignored. This proves these laws are political animals.
As you read down, you find this little nugget----" Additionally, at the request of the Pasco Sheriff's Office, the ordinance extends to all sexual offenders the prohibition against handing out candy to Halloween trick-or-treaters."
I am not familiar with the details of Florida's statutes dealing with Halloween and sex offenders, but if it mandates that registrants stay within their house or a certain location for Halloween, expanding this provision for ALL sex offenders would be a form of house arrest for those off paper and would be unconstitutional.
And then, or course, in the article, we had the obligatory statement by one of the laws backers----- "If we can save one child from being a victim, then this ordinance is worth it,'' Commissioner Mike Moore said.
Pretty disgusting when the people who make laws do so under false pretenses.

This is all the more reason for a registrant to establish residency out of the city limits. It protects him from city ordinances. Of course, if he or she is out of the city limits, then residency problems would not affect him anyway, but there are other laws that could affect him if he lived within the city limits.

In February, the state Court of Appeals ruled that only state law can limit where sex offenders can live. This was a ruling involving New York state.

Its law in Tenn u can't be out last year after 5pm and up to 6am for like 10 days not just one day Halloween .that's Tenn for you .I'm sure if nothing gets done other states will follow suit ...and our families if they believe in Halloween will be restricted
In Tenn. You restricted ten days from going out past the time. ..yup they don't call it house arrest .but what's it called then .. Its called Punishment .each year new law in city .county state is passed and all rso have to abide by it . .yah bible belt hipocritic state Tenn...needs to get on their knees and Repent for the pain they cause us .the cruelty they give to our children families .and they need to learn to forgive and allow sec chances..Jesus forgave ..what about the so called Tenn govt whose supposed to be Christians ....
