Its the same thing. In this country, many people honestly become doctors to care for patients. But we also all know that many become doctors to be at the top of the pecking order.
Interesting thoughts, Twoforjoy. Create a crime that's easy to hate. Keep those Geo Group jails full to the brim and the pockets well-lined. Takes money to get power. So sad for all of us.
You have no idea how right you are. The Internet Crimes Against Children program was developed to be a national response to the exploitation of children implemented at the local level. To help fund this program Congress has authorized millions in the form of Missing Children's Assistance grants and the Re-investment and Recovery Act dumped in millions more in grant funds. These grants can be used for equipment and facilities but they can also be used to pay the salaries of investigators, forensic analysts and even prosecutors.
The initial formula for determining how much money an agency gets is based on:
1. Population of the State in which the agency resides
2. The number of investigative leads in the jurisdiction as determined by Operation Fairplay. Essentially this is scanning for how much child porn is being "shared"
3. The number of criminal cases referred to that jurisdiction for prosecution
4. The number of successful prosecutions.
Continued funding is based on:
1. The number of investigations initiated in a year.
2. The number of arrests resulting from those investigations
3. The number of cases referred for federal prosecutions
4. The number of successful prosecutions.
More investigations = more arrests = more prosecutions = more federal money
Any drop in the number of arrests or successful prosecutions means less federal money. When an investigator or analyst knows his or her continued salary depends on producing results, he or she will produce results.
What gets me so much about all this cp crap, as you stated, coulld be halted in a day or two IF internet providers had access to the Government's database of known cp websites, ect.
Obviously, there is too much financial encentive to do that..wow..can't have the prison population reduced nior have those Fed funds (i.e.--taxpayer money..) stop flowing.
It's a gigantic cash cow for those in power...and an abject financial & mental ruin for those caught up in it and their families.
I know alot of times I seem to dispair too much aboiut this, and to my fellow cohorts here..I'm sorry!!
There does seem to be some righting of this ship...we all have to do our parts in whatever capacity we can.
Sitting on our collective hands, or if not sitting on them, wringing them to no end..will not transform anything.
Count me in....the time is now.
