I was never on probation, but I would imagine that for both probation and registration purposes he needs to just call them to be on the safe side. These people are petty sometimes and have the ability to make life a lot worse for your son, so I would call.
I think many places such as PDs and sheriff's departments want to know if there is a major change in his appearance for registration purposes. If the tattoo is small and more importantly, hidden, then I don't see the problem, but you better check.
If the tattoo is larger and visible, then yes, I would think they might want to take a current picture.
